Da pac ao proder: O lugar da geoeconomia tradicional no desenvolvimento rural

    The evolution of European Union policies for the rural world is the pretext to examine how the productive question (agriculture, forestry and livestock farming) has been included in promoting rural development.

    At the national level, through the example of Portugal, it is important to understand how the directives are transposed, and the implementation of rural development programmes and funds, including investments related to the Rural Development Program of the Continent (PRODER), in 2007-2013, and infer about the territorial impact of interventions and the weight of that sector in the same.

    Thus, this reflection will develop in two parts. A first, theoretical and conceptual oriented, where we leave the "rural and agriculture", with different contextualization and scales, until it reaches the development of policies for the development of rural areas, differentiating, the question of the productive sector. In a second part, highlight the PRODER, based on monitoring of financial implementation (february, 2012), in order to analyze the number of contracts approved and the total cost of interventions per axis and measure, and noting some actions at regional level. An intermediate stage, we will do a brief approach to the current situation of agro-forest-livestock sector in Continental Portugal.

    A evolução das políticas da União Europeia para o mundo rural é o pretexto para analisar o modo como a questão produtiva (agricultura, silvicultura e criação de gado) tem sido incluída na promoção do desenvolvimento rural.

    No plano nacional, através do exemplo de Portugal, importa compreender o modo como as diretrizes são transpostas, e a aplicação de programas e fundos de desenvolvimento rural, designadamente os investimentos relacionados com o Programa de Desenvolvimento Rural do Continente (PRODER), em 2007-2013, e inferir acerca da incidência territorial das intervenções e o peso do referido sector no mesmo.

    Deste modo, a presente reflexão desenvolver-se-á em duas partes. Uma primeira, de cariz teórico e conceptual, onde partiremos do “rural e da agricultura”, com diferentes contextualizações e escalas, até alcançar a evolução das políticas para o desenvolvimento do espaço rural, diferenciando, a questão do sector produtivo. Numa segunda parte, destacaremos o PRODER, com base no Quadro de Monitorização da Execução Financeira (fevereiro de 2012), tendo em vista analisar o número de contratos aprovados e o custo total das intervenções por Eixo e Medida, e salientando algumas ações à escala regional. Numa fase intermédia, faremos uma breve abordagem à situação atual do sector agro-silvo-pecuário em Portugal Continental.
