    • Hurricane Irma has left a trail of devastation across the Caribbean, like Harvey in Texas just days before it. The final cost won't be clear for months but it will run into billions of dollars. In the immediate aftermath of these record-smashing storms, there is an urge to rebuild as quickly as possible.
