Protección pública frente a la crisis. El caso de los varones de 51 a 64 años en España, 1976-2016

    La respuesta del Estado a la crisis económica actual no ha sido la misma que la de los años ochenta y noventa. Entonces se hizo uso de la extensión extraordinaria de la prestación por desempleo y la prejubilación, en la actualidad (el Estado) busca extender al máximo la vida laboral a través de la restricción de ambas vías. Se utiliza la Encuesta de Población Activa en su versión trimestral entre 1976 y 2016, y la Muestra Continua de Vidas Laborales entre 2004 y 2015. Mediante regresión logística multinomial se observa que las variables clave que explican las diferencias en la participación laboral tienen que ver con el grupo socioeconómico de pertenencia y el papel de género masculino: cuanto mayor nivel de instrucción y mayor complejidad de la familia corresidente, mayor extensión de la vida laboral. Además, se comprueba que el papel protector del Estado se ha retraído desde 2014.

    The State’s response to the current economic crisis has not been the same as that of the 1980s and 1990s. While then an extraordinary extension of the unemployment benefit and pre-retirement were commonly used, the current strategy (by the State) is to extend the working life by restricting the access to these two ways of exiting the labour force. We draw on the quarterly data from the Labour Force Survey between 1976 and 2016, and the Continuous Sample of Working Lives between 2004 and 2015. Results from multinomial logistic regression show that key variables that explain differences in labour force participation have to do with the socioeconomic group and the gender role associated with men: the higher the level of education and the more complex the household structure, the longer the working life. Moreover, we confirm that the protective role of the state has retracted since 2014.
