    Seeking a budget matching the judicial jurisdictions' needs, in a context of scarce resources and high expectations, implies further developing methods of budget construction and management beside an efficient System for assessing their needs and activity. This process must also be supported by both a real and sustained dialogue with the jurisdictions, and a central monitoring constituting an aid to the optimization of the means and a strong support to local décisionmakers, whom - for obvious reasons of efftciency - must, nonetheless, not be deprived of their managing responsibilities.

    Besides, the actions necessary must be enshrined within the stable and lasting framework offered by Programming Acts, the only way to truly guarantee a proactive, coherent and harmonious progression of the resources, accompanied by a continuous effort of modernisation of Justice to serve the citizens.

    This set of proposals can only be laid upon a firm political will at the highest level of government

    La recherche d'un budget adapté pour les juridictions judiciaires passe, dans un contexte de ressources rares et de fortes attentes, par la poursuite du développement de méthodes de construction et de gestion budgétaires adossées à un système performant d'évaluation des besoins et de l'activité. Ce processus doit également s'appuyer sur un dialogue réel et nourri avec les juridictions ainsi que sur un pilotage central constituant une aide à l'optimisation des moyens et un soutien fort aux décideurs de terrain, qui - pour d'évidentes raisons d'efficience - ne doivent pas pour autant être dépossédés de leurs responsabilités.

    Les actions à mener doivent d'autre part être inscrites dans le cadre stable et pérenne de lois de programmation, seul moyen de garantir véritablement une progression volontariste, cohérente et harmonieuse des ressources, accompagnée d'un effort continu de modernisation de la Justice au service de nos concitoyens.

    Cet ensemble ne peut reposer que sur une volonté politique sans faille au plus niveau.
