    In a complez organisational system inherited from the past, the judicial institution may rely on the quality of the leaders of the judiciary and the motivation of the heads of regional administrative services who have integrated the culture of administrative and budget management. However, work remains to be done including the improved training of the staff overseeing human resources management and the clear delegation of responsabilities an dresources to adapt to local circumstances.

    Dans un système organisationnel complexe hérité de l' histoire, l' institution judiciaire peut s' appuyer sur la qualité de chefs de juridictions et de responsables de services d' administration régionale motivé qui ont intégré la culture de la gestion administrative et budgétaire. Reste cependant à mieux former les personnels d' encadrement à la gestion des ressources humaines er à déléguer clairement des responsabilités et des moyens permettant de s' adapter aux réalités locales.
