  El estudio tiene como propósito analizar la Educación a Distancia y el uso de las nuevas tecnologías, entregando elementos teóricos que permitan caracterizar este proceso educativo para responder a una de las preguntas que se formulan al diseñar el Currículum: cómo enseñar. Considerando que, el significado de la Educación a Distancia es, más o menos, comprendido por la mayoría. Sin embargo, se le relaciona exclusivamente -en algunos casos en forma despectiva- con la enseñanza por correspondencia. Como primera aproximación, hay que mencionar que esa identificación no es exacta, puesto que la correspondencia escrita es sólo uno de los medios que utiliza, entre muchos otros. El objetivo de la investigación es Determinar a través de un análisis la efectividad de la aplicación de nuevas tecnologías en la Educación a Distancia. Y su importancia radica en ayudar a establecer a través de la formulación de lineamientos teóricos la contribución que la Educación a Distancia puede ofrecer para hacer frente a los grandes problemas educativos del acceso y el diálogo, pues, con la utilización de las tecnologías educativas es probable dar cobertura a mayor cantidad de población. El estudio se sustenta en los enfoques humanista y andragógico de la educación sobre la base de una difusión de los cursos de auto aprendizaje y predominante, en las teorías Constructivista y Cognoscitivista. En cuanto a la delimitación física, se ha determinado llevarla a cabo en las instituciones que se constituirán en centros pilotos de estudios a distancia con la aplicación de las nuevas tecnologías de la información. Para ello se consideraron las Universidades: Dr. Rafael Belloso Chacín, LUZ, Cecilio Acosta, Simón Rodríguez, y la Pedagógica Experimental Libertador.

  The objective of this study is to analyze Off-Campus Education and the use of new technologies, offering theoretical elements which allow for the characterization of the educational process in order to respond to one of the questions that arose during the development of the curriculum: How to teach?. The meaning of off-campus education is more or less understand by the majority, however, some relate it exclusively, and in a negative sense, with teaching by correspondence. As a first approximation, it must be affirmed that this classification is not exact, since written correspondence is just one of the means used. The objective of this research is to determine through analysis the effectiveness of the application of new technologies in off-campus education. Its importance is related to helping to establish, through the formulation of theoretical analysis, the contribution it can make in confronting the great educational problems of access to and dialogue with universities, because through the use of the educative technologies it is possible to reach a greater population. The study is based on the humanistic and andragogical approaches to education, and based on the diffusion of self-learning courses and constructivist and cognoscitive theory. In relation to physical limitations, the institutions that will participate as pilot centers for off campus education and the application of new information technology will carry out studies. In this study, the University Doctor Rafael Belloso Chacin, LUZ, UNICA, Simón Rodriguez and the UPEL were included.
