El presente trabajo aborda la formulación y ejecución de políticas públicas en Investigación y Desarrollo, se considera la propuesta de la Comisión Técnica del Congreso Nacional para la definición de un Sistema Nacional de Innovación (SNI) que viene a dar respuesta al sector de ciencia y tecnología y que modifica las relaciones de los entes promotores y ejecutores, Universidades-Sociedad ante las expectativas del sector productivo. Sin embargo, surge la interrogante ante el desafío de políticas identificadas con el SNI en materia de descentralización que no se presentan coherentes, lo cual revela inconsistencia y trastoca la productividad científica.

The paper deals with the formulation and execution of public policy in research and development, and considers the proposal of the Technical Commission of the National Congress with respect to the definition of a National System of Innovation (NSI) that attempts to respond to the science and technology sector and to modify the relations between promoters and executors, universities and society with respect to the expectation of the productive sector. However questions exist as to the challenge of policies identified with NSI in the area of decentralization which do not seem coherent, and which refer to scientific productivity.
