With Syria's decision to join the Paris Agreement on climate change, the US now stands alone. The war-torn state had been one of only two nations rejecting or refusing to sign the accord after a third holdout--Nicaragua--announced in September it was in. Syria is a dysfunctional basket-case of a failed state. Its economy is broken and its emissions small. Yet its intention to join the Paris deal, announced last week at the annual UN climate talks in Bonn, Germany, is symbolic, but not for obvious reasons.
