  Cet article explique le rôle du gouvernement en tant qu'acteur, dans la promotion du développement durable. Faire attention que l'État prend une position qui limite les libertés, agit de forme totalitaire, sans montrer un plan cohérent capable d'unir les questions économiques et la protection du bien environnemental. Dans la plupart des mesures, le gouvernement montre l'inefficacité et est nocif pour l'environnement. On fait valoir que pour résoudre ce problème, les droits de propriété et le marché doivent être inclus dans le périmètre de protection de l'environnement, étant donné que la liberté et la libreinitiative peuvent jouer un rôle crucial dans la compatibilité des intérêts économiques avec la protection de l'environnement.   O presente artigo busca discutir o papel do poder público, como ator, na promoção do desenvolvimento sustentável. Observa que o Estado assume uma posição que limita liberdades, age de forma totalitária, sem demonstrar um planejamento coerente capaz de unir questões econômicas e a proteção do bem ambiental. Na maior parte das ações o poder público demonstra ineficiência e é prejudicial ao meio ambiente. Acredita que para solucionar esse problema os deveres de propriedade e o mercado devem ser inseridos no âmbito da proteção ambiental, tendo em vista que a liberdade e a livre iniciativa podem exercer um papel crucial para a compatibilização dos interesses econômicos com a proteção do meio ambiente. Somente dessa forma se alcançará o desenvolvimento sustentável

  The main objective of this paper is to discuss the role of the public power as an agent in the promotion of a sustainable development. The State limits freedoms and acts in a totalitary way, without showing a coherent plan capable of uniting economic affairs with matters related to the protection of the enviroment. In the majority of cases, the public power is ineficient in protecting the environment. It is believed that, in order to solve this problem, the duties due to private property and the market must be inserted in the context of the protection to the environment, since the freedom and the free enterprise principle can play an important role in the compatibility between the economic interests and the protection of the environment. This is the only way to reach a sustainable development
