Crisis y regulación en los mercados de capitales

    Si bien la Gran Depresión ocurrió en 1929, es innegable que sus causas comenzaron mucho antes, incluso antes de la Primer Guerra Mundial; muchos sucesos no tan graves pero sí continuos han ocurridos desde entonces. La respuesta que ofrecieron los encargados de controlar la economía y las finanzas mundiales siempre fue de igual manera: aumentar la regulación como única respuesta desde el Estado a los problemas ocasionados por los principios mismos del capitalismo mas liberal: el propio ejercicio de la libertad resulta mas creativo en inversores y financiadores que en los reguladores, por lo cual habitualmente y casi en forma cíclica, sobrevienen crisis y nuevas regulaciones hasta transformar las leyes en marañas difíciles de entender y complejas de aplicar, encareciendo sensiblemente los costos. ¿La solución? La desregulación de los mercados, para luego volver a comenzar otro ciclo.

    Un hecho especial, nuevo e inusual, se dio a fines del siglo XX: la globalización de los mercados mundiales, alentada por la aparición de las TIC (tecnología de la información) que cambió la economía mundial, especialmente las finanzas internacionales y especialmente en los volátiles mercados de capitales.

    The great depression happened in 1929, but is undeniably that it deep causes wich started years before, even predating Word War One; a lot of not so grave events have happened continuously since them. The response offered by those in charge of controlling the word´s economic and financial system has always followed the same pattern: increase regulations as the state´s only answer to the problems created by the core values of liberal capitalism. Investors and financiers are always more creative in their actions that the regulators, generating an almost cyclical pattern of new crises and regulations until the system gets hard to follow and complex to implement tat the costs get out of hand. ¿The answer? To deregulate the markets and start a new cycle.

    A new and dramatic development in the late 20th century: the globalization of the word´s markets increased by the rising of information technology, changed the word´s economy, international finance and especially in the volatile capital markets.
