The World Bank's model project in Chad has turned into a fiasco. Intended to help poverty-stricken countries, this funding effort and other poverty-reduction schemes capitalizes on oil resources to suppress domestic rebellions and prepare for an increasingly dangerous stand-offs. The project, however, lead to impoverishment and environmental destruction, and might even reignite armed conflict.
