In Pres George W. Bush's annual State of the Union Address on Jan 31 where he announced a 22% increase in clean-energy research, the ex-oilman president seemed to have undergone a Damascene conversion to a green, high-tech future. However, while Bush's budget request for Congress seeks to boost research into solar cells, it also stresses the use of "clean" coal, would eliminate research on geothermal power, and cuts energy efficiency programs.
