    • The aim of the Plan Nord is to promote the potential for mining and energy, as well as tourism and social and cultural development in Quebec, north of the 49[superscript]th degree of latitude, i.e., all of the province located parallel to and north of the St Lawrence River and Gulf of St Lawrence, an area of almost 1.2m square kilometres, representing 72% of Quebec's total land mass.

      "The measures included in the 2015-2016 budget (...) have as objectives to support mining exploration companies and enable them to continue their work, despite the global economic conditions and metal prices; enhance geoscience knowledge on the territory of the Plan Nord to better understand the immense mineral potential; stimulate research and development of responsible mining and, ultimately, to improve transparency," said Quebec's Minister for Mines, Luc Blanchette, in an official announcement in April last year.
