    El objetivo de este trabajo es analizar en qué medida el establecimiento de prioridades y objetivos de salud es un instrumento utilizado en la política sanitaria española. Se ha revisado información procedente, fundamentalmente, de dos fuentes: revistas científicas y Planes de Salud (PS) así como otros documentos de política sanitaria relacionados con ellos.

    En 1990 España se adhiere formalmente a la estrategia Salud Para Todos de la Organización Mundial de la Salud y sus principios se incorporan en el ámbito sanitario. Los planes de salud elaborados por las Comunidades Autónomas se inspiran en esta estrategia e introducen objetivos similares relativos a problemas de salud, a hábitos y estilos de vida así como a servicios sanitarios. Prácticamente todas las Comunidades Autónomas han desarrollado un PS, al menos en la fase de planificación y muchas han iniciado la ejecución de intervenciones propuestas.

    Los PS pueden ser un buen instrumento para la política sanitaria española, sin embargo deben resolverse numerosos problemas que presentan para que constituyan un medio útil para alcanzar los objetivos de salud planteados.

    The aim of this work is to analyse at what extend the setting priorities and health targets is a tool of health policy in Spain. The information reviewed comes from two main sources:

    scientific journals and Health Plans (HP), and other health policy related material. The principles of the Health For All strategy were accepted and adopted in Spain in 1990. All the HP elaborated by the regional authorities are inspired by this strategy and many of the regional plans have approximately similar health targets. The priorities chosen relate mainly to health problems, habits and lifestyles, but also to health services.

    Almost all the regions have their HP at the status of planning and some regions have started to apply some of the interventions.

    Health Plans can be a good tool for the Spanish health policy. Nevertheless some HP present several problems that should be addressed in order to provide an instrument useful to the attainment of the health targets proposed.
