  La participación comunitaria en los sistemas sanitarios es un concepto que se desarrolla a partir de las propuestas salubristas de la Organización Mundial de la Salud (OMS). Una noción íntimamente vinculada a la promoción de la salud y a la atención primaria como instrumentos estratégicos de los sistemas sanitarios.

  Su desarrollo ha tropezado, sin embargo, con grandes obstáculos debido a la tendencia creciente de mercantilización de los servicios de salud. Lo que explica, en buena medida, su escaso avance en los países desarrollados, pese a que hay experiencias muy interesantes, basadas sobre todo en el esfuerzo de profesionales y organizaciones sociales, algunas de ellas en España.

  El dilema fundamental está entre la opción del paciente como consumidor o cliente, con una relación subordinada y de dependencia, o por el contrario dar voz y voto a los ciudadanos mediante su incorporación a los procesos productivos como «coproductores de salud».

  The community participation in the sanitary systems is a concept that develops from the offers of health policy that has led the World Organization of the Health and that they highlight the fundamental role of the promotion of the health and of the Primary care to answer to the sanitary challenges from the middle of the XXth century.

What explains partly your scanty advance in the developed countries, though there exist very interesting experiences that are based especially on the effort of professionals and social organizations.

  The fundamental dilemma this one in the option among the assumption of the role like consumers or clients that it supports a relation subordinated of the patients with a major dependence of the consumption, or on the contrary to give voice and vote for the citizens incorporating them into the productive process and turning them into producers of health.
