Regiões metropolitanas da Paraíba: caracterização, implantação e processos de gestão

    The institutionalization of Metropolitan Regions in Paraíba is being carried out, apparently, without meeting the criteria that justify the choices. This research sought to identify the effective centrality that the indicated metropolitan nuclei show regarding their hinterland, taking as reference the classical parameters for the definition of Metropolitan Regions defined by the Instituto Brasileiro de Geografia e Estatística, and their recent adaptations. From these results, a comparison was made with the parameters established by the Federal Law, the Statute of the Metropolis. In addition, the article discusses the implementation of planning and management tools services. These structures, when foreseen by law, were not implemented for intermunicipal cooperation in these units. The adopted methodology considered demographic, structural, and integrational characteristics to identify urban centralities and its application resulted in the identification of only three cores with metropolitan characteristics: Campina Grande, João Pessoa, and Guarabira. In comparison with the new determinations of the Statute of the Metropolis it was verified that only the Regions of Campina Grande and João Pessoa effectively had a metropolitan profile. Thus, the studies indicate the need for deinstitutionalization of most Metropolitan Regions in the state of Paraíba and the creation of structures for the management of common services.     A institucionalização de Regiões Metropolitanas na Paraíba vem sendo realizada, aparentemente, sem critérios que as justifiquem. Esta pesquisa buscou identificar a efetiva centralidade que os núcleos apontados como metropolitanos exerceriam sobre sua hinterlândia, tomando como referência os parâmetros clássicos para definição de Regiões Metropolitanas definidos pelo Instituto Brasileiro de Geografia e Estatística e suas recentes adaptações. A partir desses resultados buscou-se a comparação com os parâmetros estabelecidos pela Lei Federal n° 13.089/2015, o Estatuto da Metrópole. Além disso, o artigo discute se houve implementação de instrumentos de planejamento e gestão para a cooperação intermunicipal nestas unidades. A metodologia adotada considerou características demográficas, estruturais e de integração para identificação de centralidades urbanas e sua aplicação resultou na identificação de apenas três núcleos com características metropolitanas: Campina Grande, João Pessoa e Guarabira. Na comparação com as novas determinações do Estatuto da Metrópole constatou-se que apenas as Regiões de Campina Grande e João Pessoa tinham perfil efetivamente metropolitano. Os estudos apontam, então, a necessidade de desinstitucionalização da maior parte das Regiões Metropolitanas no estado da Paraíba e a criação de estruturas para a gestão dos serviços comuns. Essas estruturas, quando previstas em lei, não foram efetivadas.
