    While the wide range of the subject matters covered is once more an essential element of the case law in 2015, we also witness a surge in institutional (or inter-institutional) litigation, going to the heart of a core issue related to the powers of the Union: who is empowered to act, under which conditions and which are the elements to be taken into account in order to act validly. The normative action of the Union is under the obligation to adjust to the economic and social environment, including by ensuring the constant adaptation to the changing setting, be it inside or outside the Union. In that context, the evolution of the economic crisis offers a new field of concrete action and application of Union policies, but, at the same time, creates the need to frame them within adequate limits.

    Au-delà du large champ couvert par la jurisprudence de 2015, qui continue d�en être un élément essentiel, on assiste à un regain d�importance du contentieux institutionnel (ou interinstitutionnel) autour d�une question qui se trouve au c�ur même de la problématique des pouvoirs de l�Union: qui a le droit d�agir, sous quelles conditions et de quels éléments il faut tenir compte pour que l�action soit valide. L�action normative de l�Union doit s�ajuster à l�environnement économique et social, y compris en garantissant une adaptation constante à l�évolution de la situation, tant à l�intérieur qu�à l�extérieur de l�Union. Dans ce contexte, les développements liés à la crise économique offrent un nouveau terrain d�action concrète et d�application de politiques de l�Union mais créent également le besoin d�y apporter les limites appropriées.
