      El Derecho de Prevención de Peligros (Gefharenabewehrrecht) de la República Federal de Alemania se construye sobre la base de la atribución de potestades exorbitantes de intervención administrativa a las Autoridades de Policía y del Orden (Polizei- und Ordnungsbehörden) que se ejecutarán para la prevención de peligros graves e irreparables de índole individual o colectiva para los bienes y derechos de los ciuda- danos objeto de protección, para el mantenimiento de la seguridad y el orden públicos (öffentliche Sicherheit und Ordnung). Así pues el concepto de peligro (Gefahr) constituye el elemento nuclear del Derecho de Policía y del Orden (Polizei– und Ordnungsrecht), como parte fundamental del Derecho Administrativo (Verwaltungsrecht) y del Derecho Público (Öffentliches Recht)

      The Federal Republic of Germany’s Hazard Prevention Law (Gefhare-nabewehrrecht) is built on the basis of the attribution of exorbitant powers of administrative intervention to the Police and Order Authorities (Polizei- und Ordnungsbehörden.

      This powers will be implemented for the prevention of serious and irreparable dangers of an individual or collective nature, for the goods and rights of the citizens subject of protection, for the maintenance of public security and order (öffentliche Sicherheit und Ordnung). Therefore, the concept of danger (Gefahr) constitutes the core element of Police and Order Law (Polizei- und Ordnungsrecht) as a fundamental part of Administrative Law (Verwaltungsrecht) and Public Law (Öffentliches Recht
