Resumen de Organizaçao da Informaçao em Contexto Dinâmico e Sensível: Tesauro de Inteligência Policial

  This study, developed in the scope of Information Organization, has taken as reference the information-al side of the police intelligence's operations and started with the hypothesis that it would be possible to develop a methodology that would guide the creation of a thesaurus, capable of helping the police intelligence's activity, in fighting criminal organizations. In order to do so, the singularities of the context were analyzed, in which the information is inserted in an environment of multiple databases, covered by secre-cy and extremely dynamic. As a result, the Electronic Thesaurus of Police Intelligence's Operations (TEOIP) was developed, that includes as innovation the aggregation of terms coming from the analysis made in the language of the criminal organization observed. From this task, it was inferred that it would be possible to make the TEOIP become, besides a tool to organize the information that came from the police intelligence's operations, a system of alert of committal or the preparation of certain action by the criminal organization. Besides that, the study has allowed to evidence that the practices adopted by the police intelligence in the combat of criminal organizations claim for the composition of an interdisciplinary theoretical base and that the contributions consolidated in the field of Information Science were very important to the investigations, notedly in the scope of organiza-tion and use of information and knowledge. From this perspective, the IS can offer theoretical and methodological contributions, keys to the comprehension of criminal action as a dynamic informational phenomenon and aggravated by the sensibility of the actions that make up its characterization, monitoring and combat.

  Esse estudo, desenvolvido no âmbito da Organização da Informação, tomou como referência o caráter informacional das operações de inteligência policial e partiu da hipótese de que seria possível desenvolver uma metodologia que orientasse a elaboração de um tesauro capaz de auxiliar a atividade de inteligência policial na organização das informações sensíveis coletadas e geradas no contexto da atividade e no combate a organizações criminosas. Para tanto, observou-se as peculiaridades do contexto, no qual a informação está inserida em ambiente de diversificadas fontes de dados, revestido do sigilo e de extrema dinamicidade. Como resultado, elaborou-se o Tesau-ro Eletrônico de Operações de Inteligência Policial (TEOIP) que incluiu como inovação a agregação de termos oriundos da análise efetuada no linguajar da organização criminosa observada. Dessa tarefa, inferiu-se que seria possível fazer do TEOIP, além de uma ferramenta para organizar a informação, oriunda das operações de inteligência policial, um sistema de alerta do cometimento ou da preparação de determinada ação pela Organização Criminosa. Além disso, o estudo realizado permitiu evidenciar que as práticas adotadas pela inteligência policial no combate a or-ganizações criminosas reivindicam a composição de uma base teórica interdisciplinar e que as contribuições consolidadas no campo da Ciência da Informação, notadamente no âmbito da organização e uso da informação e do conhecimento. Dessa perspectiva, a Ciência da Informação ofereceu aporte teórico-metodológico fundamental para o entendimento da ação criminosa como um fenômeno informacional dinâmico e agravado pela sensibilidade das ações que compõem a sua caracterização, monitoramento e combate.
