The rechearsal examines the exodus of the small producers and rural workers for cities, notedly in direction to the capital of Ceará, Fortaleza, for almost a century, from 1872 to 1970, considering the physichal adversities, because are placed in semi-arid area, in the Northeast of Brazil. It finds in Lefebvre new element from confront the opinion consolidated on them flagellated of the drought and of its reasons for a pilgrimage in the territory from Ceará. The State discusses as interventor in the acquisition of external financing to ofter techniques, instituions producing of social goods and invertors of maintemance infrastructure and incentive to the capitalist accumulation located in the center national hegemonyc, in São Paulo, in the Southeast area.

O ensaio reexamina o êxodo dos pequenos produtores e trabalhadores rurais para cidades, notadamente em direção à Capital do Ceará, Fortaleza, por quase um século, de 1872 a 1970, considerando as adversidades físicas, pois estão situadas em região semi-árida, no Nordeste do Brasil. Encontra em Lefebvre novos elementos para confrontar a opinião consolidada sobre os flagelados da seca e de seus motivos para uma peregrinação no território cearense. Discute o Estado como interventor na aquisição de financiamento externo para oferecer técnicas, instituições produtoras de bens sociais e investidoras de infra-estrutura de sustentação e incentivo à acumulação capitalista localizada no centro hegemônico nacional, em São Paulo, na região Sudeste.
