Las Competencias y la Formación Integral: de las Políticas a las Acciones Educativas

    En el presente artículo se plantea la necesidad de la discusión teórica permanente a fin de que las políticas institucionales y las acciones desarrolladas orienten a los actores de las instituciones educativas hacia el logro de su misión y visión en el marco de los valores establecidos. El análisis realizado se centra en uno de los seis lineamientos estratégicos de la Universidad Central de Venezuela (UCV), definidos en el año 2009 y denominado “flexibilidad curricular”. Para abordarlo, se parte de la discusión del significado de los términos competencia y formación integral, ejes de este lineamiento. Se presentan las acciones llevadas a cabo en la UCV dirigidas a la atención integral, la formación interdisciplinar y experiencias para desarrollar competencias transversales. La discusión realizada persigue diferenciar las potencialidades que nos ofrece una propuesta pedagógica de lo que en la práctica educativa se lleva a cabo y la necesidad de que las acciones realizadas en el marco de las políticas propuestas nos ofrezcan la oportunidad de orientar el cambio.

    In the following article is proposed the need of the permanent theoretical discussion for the purpose that the orientation from the institutional politics and the actions developed, guide the actors of the educational institutions to the success of their mission and vision in the framework of the stablished values. The analysis executed is centered in one of the six strategic guidelines of the Universidad Central de Venezuela (UCV), which were defined in the year 2009 and denominated “curricular flexibility”. To aboard it, it starts from the axis of this lineament which is the discussion of the meaning of the competence terms and integralformation.

    In the presented actions developed in the UCV addressed to the integral attention, the interdisciplinary formation and the experiences to develop transversal competences. The made discussion pursue to differentiate the potentialities that are offered in a pedagogic proposal from what in educative practice is implemented, and the necessity that the actions executed in the framework of the proposed politics offer the opportunity to orientate the change.
