La clasificación urbanística de suelo rústico pretende proteger los valores medioambientales, agrícolas y paisajísticos del territorio frente a la expansión urbanística, hasta el punto que la legislación española ha utilizado indistintamente los términos suelo rústico o suelo no urbanizable para denominar el mismo tipo de terreno: aquel que no está ni debe ser urbanizado. Pero, simultáneamente, la mayoría de las leyes urbanísticas permiten la construcción y actividad de instalaciones industriales o comerciales, contradiciendo sus propios objetivos e incumpliendo el mandato de desarrollo sostenible.
The urban classification as rural area tries to protect the environmental, agricultural and landscape values of the territory against urban expansion, to the extent that Spanish laws have used either the terms rural land or non-developable land to refer to the same kind of land: the area which is not developed and should not be developed. But, at the same time, most urban development laws permit the construction and operation of industrial or commercial facilities, contradicting their own objectives and violating the mandate of sustainable development.
