Mega incendio en Valparaíso: percepción de las familias afectadas, acerca de las soluciones habitacionales proyectadas por organismos estatales y autogestionados.

    Durante el año 2014, en Valparaíso ocurrió unade las catástrofes más importantes del últimotiempo, el llamado mega incendio que afectóa siete cerros y 3.238 viviendas. A partir de estasituación, en el lugar de los hechos se congregarondiferentes actores que buscaban contribuira mejorar la situación de los vecinos en loscerros. De este modo, aparecieron organizacionesautogestionadas, juntas de vecinos, ONG´s,clubes deportivos, entre otras organizaciones.Junto con ello apareció la ayuda estatal, la cualgeneró conflictos entre los habitantes de loscerros y las organizaciones autogestionadasque estaban ayudando. Esto ya que el organismoestatal impuso vías burocráticas de ayuda que no estaban acorde con el trabajo que ya seestaba realizando por parte de las demás organizaciones.Los familiares afectados teníanuna percepción más positiva de las organizacionesautogestionadas que del mismo Estado,es más, sentían a este actor como un obstáculopara recibir ayuda de otras organizaciones.Esto se relaciona con una mayor exigencia departe de los vecinos al organismo estatal, alcual además consideran ineficiente para enfrentareste tipo de contextos, mientras quede las organizaciones autogestionadas se tieneuna percepción positiva debido a su mayorcercanía con la gente del sector.

From this situation,congregated in the place of the facts differentactors seeking to contribute to improving thesituation of the neighbors in the hills. It is aswell as appeared organizations, neighborhoodassociations, ONG, sports clubs, etc. along withthis appeared the state aid, which generatedconflicts between the inhabitants of the hillsand the self-managed organizations that werehelping. This because the state agency imposedbureaucratic channels of aid that werenot commensurate with the work that was already underway by the other organizations.The affected relatives had a more positiveperception of the self-managed organizationsthat the same State, is more felt in this actoras an obstacle to receive help from other organizations.This releats has to do with a greaterdemand on the part of the neighbors to thestate agency which, in addition, consideredinefficient to confront this type of contexts,while that of the organizations has a positiveperception due to their greater closeness topeople in the place.
