    El Pacto de Toledo reconocido actualmente como uno de los grandes pactos sociales de la democracia, por su legitimación política y social, se ha erigido formalmente como el observatorio en el que se analizan los problemas estructurales de la Seguridad Social y se proponen las reformas necesarias encaminadas a consolidar la sostenibilidad del sistema de pensiones español. Estas líneas de actuación y las adaptaciones que deben acometerse para su viabilidad, han de respetar en todo caso, los principios de equidad, contributividad y solidaridad. En este artículo se analiza la delimitación, naturaleza e implicación de estos elementos configuradores en el marco de este Acuerdo, y cómo su aplicación, es imprescindible para garantizar el equilibrio del sistema de protección social.

    The Agreement of Toledo, recognized nowadays as one of the big social agreements of the democracy by his political and social legitimization, has been raised formally as the observatory where the structural problems of the Spanish National Health Service are analyzed and they propose the necessary reforms directed to consolidating the sustainability of the Spanish system of pensions. These lines of action and the adjustments that must be undertaken for his viability, have to respect in any case the equity, contributivity and solidarity principles.

    This paper analyzes the delimitation, nature and implication of these forming elements in the frame of the Agreement, and how your enforcement is indispensable to guarantee the balance of the system of social protection.
