  The objective of this article is to show the link between migration and development through the experience of immigrant associations, and more specifically by considering the example of the IDD (Immigration – Democracy – Development) network. These associations are building development projects in their country of origin, Morocco, while participating in debate on the place of immigrants in France and Morocco, and questioning the migration policies implemented by these two countries. The control of migration flows is one of the objectives of both states, pursued through the financing of development associations. However, the associations within the network are instead trying to focus on their existing actions while defending the rights of migrants, particularly the right to free movement. The example of the IDD network enables us to understand the importance of advocacy and the significance of association-based action in helping to change certain ideas and certain representations of development and migration. Their impact also hinges upon the migration policies that these associations are trying to change, and vice versa.

  L’objectif de cet article est de montrer le lien entre migration et développement à travers l’expérience d’associations issues de l’immigration et à partir de l’exemple du réseau IDD, Immigration Développement Démocratie. Ces associations construisent des projets de développement dans leur pays d’origine au Maroc, tout en s’impliquant sur une réflexion de la place des migrants en France et au Maroc, interrogeant ainsi les politiques migratoires mises en œuvre par le Maroc et la France. La maîtrise des flux migratoires est un des objectifs des États grâce au financement des associations de développement. Et les associations du réseau, tentent au contraire de travailler leurs actions tout en défendant les droits des migrants et notamment celui de circuler librement. À partir de l’exemple du réseau IDD, on saisit l’importance du plaidoyer et le sens donné aux actions associatives pour permettre de faire évoluer certaines idées et certaines représentations du développement et des migrations. L’impact se joue également sur les politiques migratoires que ces associations tentent de faire évoluer, et inversement.
