El diseño político-institucional en el debate sobre el futuro de Europa

    Las diversas crisis que han golpeado a la Unión Europea en los últimos diez años han vuelto a abrir el viejo debate (teóricamente arreglado o, al menos, pospuesto con el Tratado de Lisboa) sobre el diseño político-institucional más adecuado. Aunque la gobernanza del proceso de integración está siempre sometida a discusión, la reflexión sobre el futuro de la UE generada tras el referéndum del Brexit ha colocado la reforma institucional en la agenda. Se trata de atender mejor las exigencias de: (a) legitimidad, lo que pasa por mejorar la representatividad y responsividad a las demandas de los ciudadanos; (b) la eficacia, que requiere una Comisión fuerte y una relación de suma positiva de Bruselas con las capitales nacionales; y (c) la flexibilidad, que se ha convertido en una exigencia acuciante por la creciente heterogeneidad entre los estados miembros en cuanto al sentido y dirección del proyecto europeo. Las posibles reformas deben abordarse con un sentido funcional y realista.

    The several crises that have affected the European Union during the last ten years have reopened the old debate -which had been in theory solved or, at least, postponed after the Lisbon Treaty- about the most appropriate politico-institutional arrangement. Although the governance of the integration process is always a subject of discussion, the reflection on the future of the EU galvanised by the Brexit referendum has placed the issue of institutional reform on the agenda. The aim is to better address the demands of: (a) legitimacy, which involves improving representativeness and responsiveness to the demands of the citizenship; (b) efficiency, which requires a strong Commission and a win-win relation for both Brussels and the national capitals; and (c) flexibility, which has become a pressing demand due to the growing heterogeneity among the member states in terms of the meaning and direction of the European project. The possible reforms must be addressed with a functional and realistic sense.
