La antigua Isla Plana, frente a las costas de Alicante y Santa Pola fue desde antiguo un enclave insular cotizado tanto por su posicionamiento geográfico, como por la riqueza pesquera de sus aguas circundantes. Sin embargo, se mantuvo deshabitada hasta el último tercio del siglo xviii, momento en el que se impulsaba un ambicioso proyecto de plaza fuerte militar y de colonización civil de la isla, acorde a la filosofía reformista de la Ilustración española en época del monarca Carlos III, a mitad de camino entre la utopía y la realidad. Ese proyecto se conocería como Nueva Tabarca, en recuerdo del origen de sus primeros pobladores. Dos personajes fueron claves en su configuración y desarrollo: el que fuera capitán general de Valencia y después presidente del Consejo de Castilla, el conde de Aranda, y el ingeniero militar, coronel de Infantería Fernando Méndez de Rao Sotomayor.

The former Isla Plana, off the coast of Alicante and Santa Pola, was once an insular enclave, valued both for its geographic positioning and for the fishing wealth of its surrounding waters. However, it remained uninhabited until the last third of the eighteenth century, when an ambitious project of military stronghold and civil colonization of the island was promoted, according to the reformist philosophy of the Spanish Enlightenment in the time of the monarch Carlos III , Halfway between utopia and reality. This project would be known as Nueva Tabarca, in memory of the origin of its first settlers. Two characters were key in their configuration and development: the one who was captain general of Valencia and later president of the Council of Castile, the count of Aranda, and the military engineer, colonel of Infantry Fernando Méndez de Rao Sotomayor.
