Resumen de Ciudadanías alternativas: Una propuesta para el debate político actual

El presente ensayo corresponde a una síntesis sobre la investigación culminada en el 2009 “Ciudadanías alternativas y constitucionalidad”, publicada por la Universidad Autónoma Latinoamericana –UNAULA en el 2010. La investigación da cuenta de los procesos políticos, culturales, sociales y económicos que acontecen en la Comuna 10 del centro de Medellín, más conocida como Guayaquil o El Hueco. Allí se detectaron formas de organización social y de solución a problemas políticos bastante particulares y ajenos a la norma constitucional. En este sentido, hemos llamado “ciudadanías alternativas” a esa manera sui géneris de solucionar los problemas, lograr acuerdos y consensos y estipular ciertas leyes y normas de convivencia sin tener que hacer uso de la Constitución o acudir al Derecho. Con la investigación se espera contribuir a nuevos análisis y apuestas sobre el tema.

The present test corresponds to a synthesis on the investigation culminated in the 2009, “alternative Citizenships and consitutionality”, and published by the Latin American Independent University in the 2010. The investigation gives account of political, cultural, social and economic the processes that occur in Commune 10 of the center of Medellin, more well-known like Guayaquil or the Hollow. There forms of social and solution to political, social and economic problems were detected, enough organization individuals and other people’s to the Constitutional norm. In this sense, we have called “Alternative Citizenships”, to that way suigéneris to solve the problems, to obtain agreements and consensuses and stipular certain laws and norms of coexistence without having to make use of the Constitution or to go to the right. It is expected with the investigation to contribute to new analyses and bets on the subject.
