Environmental public policies have experienced in the past years the coincidence of diverse factors that seem to put in place a double set of legal standards with different rules and remedies for big and small companies/citizens. This article tries to show those global, European and national changes, both legal and in judicial control, that bring about the introduction of exception treatment for certain activities lowering the environmentel protection and giving preeminence to economic considerations
