    This article aims to analyse the financing of Social Welfare policy, from the social security budget, between 2003 and 2016, within the Federation of Brazil. To achieve this aim, we seek to understand the financ-ing from an overarching view of the tax dimensions and tax exemptions. The methodology involved data col-lection from the SIGA Brazil system, which allows monitoring of the execution of the Federal budget, and the analysis of the report of the Statement of Tax Expenditures, published annually by the Internal Revenue Ser-vice. This analysis showed that the State carries out indirect expenditure on Social Welfare, waiving a signifi-cant portion of the taxes collected in favour of services offered by the private sector.

    Este artigo tem como objetivo analisar o financiamento da política de assistência social no orçamento da seguridade social, na esfera da União, no período de 2003 até 2016. Para atingir este fim, busca-se compreender o financiamento em uma perspectiva de totalidade nas dimensões tributárias e das renúncias fiscais. Os procedimentos metodológicos implicaram no levantamento de dados no sistema SIGA Brasil, que permite o acompanhamento da execução do orçamento da União e na análise do relatório do Demonstrativo de Gastos Tributários, publicado anualmente pela Receita Federal. Essa análise demonstrou que o Estado realiza gasto indireto com a assistência social, renunciando parcela importante da arrecadação de tributos em prol da oferta de serviços pelo setor privado.
