Aunque el planeamiento es la base fundamental del actual sistema de ordenación urbana y continúa primando la planificación frente al proyecto independiente e inmediato, cuando el interés público y el tiempo apremian las leyes urbanísticas recurren a instrumentos excepcionales que permiten ejecutar actuaciones singulares no previstas o contrarias a la ordenación vigente. Excepciones que se está convirtiendo en tendencia. Es el reconocimiento implícito de la descoordinación temporal entre el modelo de planeamiento y las demandas sociales, económicas, medioambientales y culturales, y la señal para estudiar y regular un modelo urbanístico alternativo, menos ambicioso y más realista, pero sin merma de garantías, basado en el mero proyecto urbano.

Although planning is the fundamental basis of the current urban planning system and planning continues to focus on the independent and immediate project, when public interest and time constrain urban planning laws resort to exceptional instruments that allow to carry out singular actions not foreseen or contrary to the current ordinance. Exceptions that is becoming trend. It is the implicit recognition of the temporary lack of coordination between the planning model and the social, economic, environmental and cultural demands and the signal to study and regulate an alternative urban model, less ambitious and more realistic, but without collateral, based on the mere urban project.
