    Una de las características más importante para el proceso de desarrollo local, es la coordinación con los actores locales, de actuar conjuntamente con otras instituciones entre otros acuerdos y decisiones, para enfrentar los efectos de los riesgos sísmicos y climáticos que acontecen dentro de un territorio determinado. El Ecuador actualmente requiere de realizar gestiones participativas, institucionalmente hablando, para enfrentar dichos fenómenos en forma conjunta, de allí que este articulo tenga como objetivo: analizar la necesidad de generar articulaciones entre los diferentes gobiernos autónomos descentralizados (GADs) tanto a nivel cantonal como provincial de la zona costera para enfrentar los desastres provocados por los sismos a fin de minimizar su impacto. En el artículo se definen las características de la zona costera del Ecuador, con la respectiva población asentada en las parroquias de las 6 provincias que forman parte de la misma,se analizan los niveles de sismicidad, que afectan o afectaran en sus diferentes espacios territoriales, además se determinan los organismos públicos que tienen la competencia dela coordinación de las acciones para que se establezca un plan de contingencia y reducir los impactos sobre la población.

    One of the most important characteristics for the process of local development, is the coordination with the local actors, of acting jointly with other institutions between other agreements and decisions, to face the effects of the seismic and climatic risks that happen inside a certain territory. The Ecuador at the moment requires of carrying out administrations participativas, institutionally speaking, to face this phenomena in combined form, of there that this I articulate he/she has as objective: to analyze the necessity to generate articulations among the different decentralized autonomous governments (GADs) so much at cantonal level as provincial of the coastal area to face the disasters caused by the earthquakes in order to minimize their impact. In the article they are defined the characteristics of the coastal area of the Ecuador, with the respective population seated in the parishes of the 6 counties that are part of the same one, the sismicidad levels they are analyzed that they affect or they affected in their different territorial spaces, the public organisms are also determined that they have the competition of the coordination of the actions so that a contingency plan settles down and to reduce the impacts on the population.
