Análisis de la implementación de la reforma integral a las normas reguladoras de promoción y repitencia en el Colegio Francisca Carrasco en la provincia de Cartago

    En el año 2008 se aprobó una reforma al reglamento de evaluación de los aprendizajes llamada Reforma integral a las normas reguladoras de promoción y repitencia mediante la cual como cambio más significativo se elimina la repitencia por lo que se conoce como adelantamiento y arrastre, proceso mediante el cual los estudiantes repiten solo las materias que no aprobaron y adelantan las materias del nivel superior que si aprobaron. Estos cambios han representado una serie de problemas para la gestión de la educación por lo que se planteó analizar su implementación. La investigación se abordó desde un enfoque cualitativo, analizando la realidad acerca de la gestión de la implementación a la reforma desde las interpretaciones del personal administrativo, los docentes y estudiantes del colegio Francisca Carrasco Jiménez ubicado en la provincia de Cartago en el año 2015, y se compara y analiza desde la perspectiva teórica de diferentes autores que sustentan el objeto de estudio. Una vez realizado el trabajo investigativo se determina que la Reforma trajo muchas problemáticas para las cuales no se estaba preparado en los centros educativos principalmente en la planificación del curso lectivo en cuanto la formulación de horarios, infraestructura y espacios físicos adecuados para albergar a los estudiantes en sus espacios libres durante sus periodos de adelantamiento y arrastre. Muchas de las problemáticas no se pueden cambiar de no ser por un cambio al decreto en el que se establece la reforma, mientras que otros pueden ser cambiados desde la gestión del centro educativo.

    In 2008 a reform to the regulations of assessment took place. This reform was called “Reforma Integral a las Normas Reguladoras de Promoción y Repitencia” in which the most significant change was that the repetition of a school year was eliminated. Instead of having a student retaking all the subjects of a course, a student has to retake only the subjects that were not passed, and advance the subjects that were already approved. These changes have produced a series of problems for the management of the education. An analysis of this reform takes place in this research. A qualitative approach was used to analyze the reality of the administration since the implementation of the reform from the interpretations of the administrative personnel, the professors and the students of the Francisca Carrasco Jiménez high school located at Cartago province in 2015. This reality is contrasted with the theory created by different authors who support the object of study. Once the research was done, it was concluded that the reform provoked a lot of troubles because the educational institutions were not prepared for the changes. Some of the main problems were the planning of the course, the schedules, the infrastructure, and the spaces to keep the students who have free lessons among their classes. Most of these problems cannot be changed if there is not a modification of the reform, but some of them can be worked since the direction of the institutions
