El artículo analiza la relación especial entre la responsabilidad de proteger (RPP) y el principio de complementariedad de la Corte Penal Internacional, con su función preventiva.
Este principio acentúa la supuesta complementariedad de la jurisdicción de la CPI respecto de la competencia de las jurisdicciones nacionales. Este texto subraya el papel importante y básico desempeñado por la Oficina del Fiscal de la CPI a través de las investigaciones preliminares, cuando las jurisdicciones nacionales no pueden o no quieren investigar delitos internacionales, que suponen una grave violación de derechos humanos.

The article analyses the special relation between the Responsability to protect (R2P) and the complementary principle of the International Criminal Court with its preventive role.
This principle emphasized the supposed complementary character of the jurisdiction of the International Criminal Court, with respect to the competence of national courts. This paper underlines the basic and important role of the Prosecutor’s Office through the preliminary investigations when national courts cannot or will not investigate international criminal cases, involving a serious violation of human rights.
