Analiza la reforma constitucional de Panamá de 2004 y el conflicto de competencias que genera al darle a la Corte Suprema de Justica la facultad exclusiva para juzgar penalmente a los diputados, sin excepción por tipo de delito. Por tal motivo, juzgará también los delitos electorales y por ende de forma implícita tendrá la potestad de interpretar la normativa electoral; competencia privativa del Tribunal Electoral desde su creación en el año 1956, donde se le asigna la jurisdicción de interpretar, reglamentar y aplicar la ley electoral
The article analyzes the 2004 constitutional reform in Panama and the competence conflict that arises from granting the Supreme Court of Justice, the exclusive power to penally judge Congress members, with no exception as per type of felony. Therefore, it will also rule over electoral crimes; thus, it will implicitly have the power to interpret the electoral norm; exclusive right of the Electoral Tribunal since its creation in 1956 in which it was given the power to interpret, regulate and apply the electoral law
