Resumen de Trajetos da busca por direitos: registros de uma etnografia na Defensoria Pública da União em Curitiba
A Defensoria Pública da União é um órgão relativamente novo, concebido após o advento da Constituição de 1988. O presente artigo procura trazer aspectos vistos na etnografia realizada entre os anos de 2013 e 2015 (de modo intermitente) na unidade da DPU situada na cidade de Curitiba, Paraná, objeto de dissertação de mestrado concluída nesse último ano. No trabalho a seguir, após um breve panorama da DPU e de sua sede em Curitiba, passa-se a abordar dois casos em que, acionado, o órgão — que atende, em razão de sua atribuição legalmente estabelecida, litígios envolvendo a União como parte adversa — figura em relação com o judiciário, ora tensionando reciprocamente e trazendo à tona o reconhecimento e repercussão judicial de direitos de pessoas que não possuem condições financeiras de custear um advogado ora inaugurando a defesa de interesses de movimentos sociais e povos tradicionais (exclusividade do Ministério Público Federal até o ano de 2007), impondo, consequentemente, novas obrigações e limites ao Estado. A etnografia permite, aqui, ver como essas relações se desenvolvem nos trajetos das pessoas e processos judiciais. The search for rights pathways: records of an ethnography in Brazilian Federal Public Defender in Curitiba The Defensoria Pública da União (Brazilian Federal Public Defender) is a relatively new public agency, designed after the advent of the Brazilian Constitution of 1988. This article seeks to bring aspects seen in the ethnography done between the years 2013-2015 (intermittently) in the DPU unit in the city of Curitiba, Paraná, which was the research object of the master thesis concluded in the year 2015. The following work after a brief overview of the DPU and its headquarters in Curitiba, is set to address two cases in which the institution – that assists disputes involving the Union and other party, due to its legally established attribution - figures in relation to the judiciary, now tensing each other and bringing up the recognition and judicial repercussions rights of people who do not have the financial means to afford a lawyer, now inaugurating the defense of social movements interests and traditional peoples (exclusivity of the Ministério Público until 2007), imposing, consequently, new obligations and limits to the state. Ethnography allows here to see how these relationships develop in the paths of people and lawsuits.
