Resumen de La práctica de la gran estrategia en Reino Unido y España

El concepto de gran estrategia goza a día de hoy de poco prestigio, ya que se considera al mismo tiempo «imperialista» e inadecuado para el mundo actual y extremadamente complejo. Sin embargo, las actuales estrategias de seguridad nacional (ESN) pueden llegar a considerarse, si se implementan de forma efectiva, grandes estrategias. Este artículo quiere redescubrir qué es la gran estrategia y por qué es, todavía a día de hoy, una herramienta valiosa para Estados de tamaño medio como el Reino Unido y España. A tal efecto, se propone primeramente una definición de gran estrategia basada en los tres elementos clave de cualquier estrategia: fines, modos y medios. A continuación se establecen siete condi ciones para valorar si un país «hace» gran estrategia. Finalmente, se aplican es tos criterios a las ESN más recientes de Reino Unido y España, así como a s u respectiva implementación. La conclusión muestra que Reino Unido se acerca considerablemente a la práctica de la gran estrategia, mientras que España tiene todavía un largo camino por recorrer.

Grand Strategy is an unpopular idea, often considered both “imperialistic” and unfit for the current, extremely complex, world. However, if effectively implemented, current -day National Security Strategies (NSS) may amount to Grand Strategies. This article aims to re-discover what Grand Strategy is and why it is still a valuable tool for medium -sized states like Britain and Spain today. To do so, it first proposes a definition of Grand Strategy based on the three core elements of any strategy: ends, ways and means. Then it establishes seven conditions to assess whether a country can be recognised to “do” Grand Strategy. Finally, it applies these criteria to the most recent British and Spanish NSS documents and their respective implementation. The conclusion shows that the UK is considerably close to the practice of Grand Strategy, while Spain still has a long way to go
