Resumen de Instituciones y valores: la unión bancaria y la reforma del sistema, pasos para un crecimiento racional

El debate sobre las causas de la crisis es fundamental para realizar un buen diagnóstico que ayude a reformar el sistema. En este artículo se defiende una posición minoritaria sobre la crisis y sus causas estructurales: una "crisis de balances", no de "demanda". Se destacan algunas ideas de largo recorrido -el pacto tácito de socorro mutuo entre banca y estado y el rol de ingeniería social y económica de los bancos centrales vía política monetaria- para comprender las fragilidades del sistema y su repercusión en la solvencia de las instituciones y en el código de valores compartido hasta la fecha en las sociedades occidentales. El artículo se centra en las recientes reformas de la Unión Bancaria y la Unión Económica y Monetaria para observar si se puede avanzar en un sistema que sea más antifrágil ante una próxima crisis y que permita un crecimiento económico más duradero, estable e inclusivo.

The debate on the causes of the crisis is crucial for making a good diagnosis in order to reform the system. This article presents a 'minoritarian' stance on the crisis' structural causes: a "balance sheet" view rather than the more widespread "shortfall of demand" view. Some long-standing ideas - the tacit agreement of mutual assistance between banking and the state and the role of social and economic engineering played by central banks through monetary policy - are highlighted in order to understand the weaknesses of the system and its impact on the solvency of institutions and in the values shared until now in Western societies. The article focuses on the recent reforms of the Banking Union and the Economic and Monetary Union for analyzing if a new system can be developed that is more anti-fragile in the face of a possible forthcoming crisis and that allows for a more lasting, stable and inclusive economic growth.
