El Ejército Popular Revolucionario (EPR). En las grietas de la hegemonía en México

    Resulta paradójico al examinar el desenvolvimiento del Estado en México, el contrastar su estabilidad comparada con el resto de los países de América Latina, con la recurrente aparición de organizaciones guerrilleras. De manera ininterrumpida, desde la década de los cuarenta del siglo XX, se han generado diversos movimientos revolucionarios que han hecho de la lucha armada el camino del poder. En este trabajo sostenemos que la existencia y las demandas del Ejército Popular Revolucionario (EPR) en México se insertan en dicha paradoja. La presencia y operatividad del EPR forma parte de lo que se ha llamado la guerrilla recurrente, expresión de un Estado que ha sido hegemónico, pero que al mismo tiempo muestra grietas en dicha hegemonía. El Estado mexicano está fuertemente consolida- do en sustanciales regiones del país, pero en otras zonas dicha hegemonía es frágil. Son estas grietas hegemónicas los caminos por los cuales han transitado las guerrillas mexicanas. La diferencia en el accionar de estas guerrillas en el momento actual es que lo hacen cuando la crisis hegemónica no es solamente regional.

    Paradoxically, when considering the development of the State in Mexico, to contrast its stability compared with other Latin American countries, with the recurrent emergence of guerrilla organizations. Without interruption, from the forties of the twentieth century, we have generated various revolutionary movements that have made the path of armed struggle of power. In this paper we argue that the existence and the demands of the Popular Revolutionary Army (EPR) in Mexico are inserted into this paradox. The presence and operation of RPA is part of what has been called the guerrilla recurrent expression of a state that has predominated, but at the same time shows cracks in this hegemony. The Mexican state is strongly bound in substantial parts of the country, but in other areas such hegemony is fragile. Are these cracks hegemonic ways by which the Mexican guerrillas have transited. The difference in the actions of these guerrillas at present is that they do when the crisis is not only regional hegemon.
