Resumen de Cultura, innovación, ciencia y tecnología en Uruguay: trazos de sus vinculaciones

  Este artículo se propone analizar la relación entre cultura y ciencia, tecnología e innovación en Uruguay. Ciencia, tecnología e innovación son con frecuencia presentadas como si aludieran a un único fenómeno. Así, se corre el riesgo de minimizar la complejidad y multidimensionalidad que las caracterizan, tanto individualmente como en el ámbito de las relaciones e interacciones que ocurren entre ellas. La innovación se nutre de la ciencia, pero no únicamente. Y, más aún, la valoración positiva de la innovación y su vínculo estrecho con una perspectiva económica son relativamente recientes. Actualmente, también existe la visión de que ciencia, tecnología e innovación, y sus interacciones complejas y sistémicas, resultan fundamentales para un desarrollo sostenible y para la construcción de sociedades basadas en el conocimiento y el aprendizaje. Este breve planteo genérico de las relaciones entre ciencia, tecnología e innovación soslaya el vínculo que estas tienen con la cultura. Y sumando una capa más, surge la pregunta sobre cómo situamos esta interacción en Uruguay, ¿de qué hablamos cuando hablamos de ciencia, tecnología e innovación en Uruguay, con su gente, su cultura, su identidad?

  This article aims at analyzing the relationship between culture and science, technology and innovation in Uruguay. Science, technology and innovation are often introduced as if they would constitute an inexorable unity. This approach jeopardizes the complexity and multi-dimensional character of science, technology and innovation, and their interactions. Innovation is nurtured by science, but not only. The positive value of innovation and its linkages to an economic perspective is rather recent. Furthermore, it currently coexists with the vision that STI are key to sustainable development, and to the building of knowledge- and learning-based societies. Very briefly, this sketch of the general relationships between science, technology and innovation encompasses their strong linkages with culture. Adding another layer of complexity arises a new question about what it means to refer to science, technology and innovation in Uruguay, and how they interact with people, their culture and identity.
