En esta ponencia se pretende profundizar en los motivos que explicarían-justificarían ese desajuste entre teoría y práctica, y proponer algunas vías de avance. Hoy las políticas de inclusión social tienen casi siempre fuertes elementos de innovación, de adaptación creativa a situaciones heterogéneas y no estandarizables a priori, y precisamente por ello los elementos de proceso son muy significativos. No debería pues extrañarnos, -se advierte- que las evaluaciones que tienen en cuenta estos elementos de proceso puedan llegar a ser notablemente más potentes y útiles que las que se centran exclusivamente en el tema "resultados".En estos 14 puntos para el debate, se presenta una discusión sobre el papel y los resultados de la acción pública, que no se sitúa hoy ya sólo en el cómo hacer las cosas, sino que exige contar con instrumentos que permitan responder asimismo a las preguntas de qué deben ocuparse los poderes públicos y de quién mejor puede ofrecer resultados eficaces y eficientes a esas demandas sociales canalizadas por esos poderes representativos

This paper pretends to go deeply into the reasons that would explainjustify this dissarrengment between theory and practice, and propose some ways of advancement. Today, the policies of social inclusion almost always have strong elements of innovation, of creative adaptation to heterogeneous situations, not standarized a priori, and precisely for this reason, the elements of the proccess are very significative. It should not be strange to us, -lt is advised- that the evaluations that have this elements of proccess in mind, can be notably more powerful and useful than those that are centered exclusively in the subject "results".In these 14 points for debate, a discusion is presented about the role and results of public action, that it is not situated today only in how to make things, but it demands instruments that let also answer the questions of what public instruments must deal with, and who can best offer these effective and efficient results to these social demands channeled through these representative powers.
