    O presente artigo pretende discutir as modificações na democracia liberal ocorridas a partir da onda neoliberal e contrarreformista, verificada em fins da década de 1970 na Europa e Estados Unidos. Considerada uma resposta à crise econômica que estourou em 1973, a implementação da agenda neoliberal e contrarreformista acabou por demandar significativas modificações na democracia liberal, a qual teria que se tornar cada vez mais imune às pressões populares por direitos sociais e reformas. No Brasil, como o artigo expõe, a construção desse novo tipo de regime democrático – a democracia blindada – se iniciaria com a “transição democrática”, se intensificaria durante os governos da direita neoliberal, atravessaria os governos do Partido dos Trabalhadores e encontraria seu ápice com o golpe de Estado ocorrido em 2016 e o governo Temer dele surgido.

    The present article aims to discuss the changes in liberal democracy that occurred from the neoliberal and counter-reformist wave, which began in the late 1970s in Europe and the United States. Considered a response to the economic crisis that broke out in 1973, the implementation of the neoliberal and counter-reformist agenda demanded significant changes in liberal democracy, which would have to become increasingly immune to popular pressures for social rights and reforms. In Brazil, as the article states, the construction of this new type of democratic regime - the armored democracy - began with the "democratic transition", intensified during the neoliberal right-wing governments, continued during the governments of the Workers Party and found its culminating in the coup d'état in 2016 and Temer government.
