Resumen de Plano Nacional de Educação: implicações para a educação infantil

The federative constitution of Brazil from 1988 sets up the responsi- bility of the State in the warranty of right for education in all levels and modalities of teaching. The Magna Carta established the elabora-tion of the National Education Plan (NEP stands for PNE in Por- tuguese) for the articulation of the actions of the Public Power. We analyze the guidelines and aims of the NEP (2001-2010) for the3 education of children relating them with the presented purposes in the Law Project 8.035/2010, which adjusts the new National Plan of Education for the period 2011-2020. We have selected three “themes” of special importance for the Childish Education: the diagnostics, the conditions of offers and the propositions of management. We’ll search for the understanding of the implications that lie in the NEP (2011- 2020) related to the warranty of the right of Childish Education while a State politics.

A Constituição Federativa do Brasil de 1988 dispõe sobre a responsabilidade do Estado na garantia do direito à educação em todos os níveis e modalidades de ensino. Para a articulação das ações do Poder Público, a Carta Magna estabeleceu a elaboração do Plano Nacional de Educação (PNE). Nesse artigo analisamos as diretrizes e metas do Plano Nacional de Educação (2001-2010) para a Educação Infantil, relacionando-as com as propostas presentes no Projeto de Lei 8.035/2010, que dispõe sobre o novo Plano Nacional de Educação para o período 2011-2020. Selecionamos três ‘temas’ de especial importância para a Educação Infantil: o diagnóstico, as condições de oferta e as proposições de gestão. Buscaremos compreender as implicações presentes no PNE (2011-2020) na garantia do direito à Educação Infantil enquanto política de Estado.
