    This paper aims to verify the claims that the new international forums created by countries from the Global South, the BRICS and the IBSA, are anti-Western. Firstly, it reviews the Eurocentric historical literature aiming to determine what it classifies as “Western”, and uses this to evaluate Global South countries and forums. As these preliminary findings are insufficient to conclude anything, it investigates these countries actions within existing organizations – where different national agendas weaken coordination – and the establishment of new forums – which brings more optimistic perspectives. The conclusion is that although these groups might not be labeled “anti-Western”, their coordinate institutionalized action has the potentiality to bring about new structures to the international system with a non-Western paradigm.

    Este trabalho tem como objetivo verificar as alegações de que os novos fóruns internacionais criados por países do Sul Global, o BRICS e o IBSA, são antiocidentais. Primeiramente, faz uma revisão da literatura histórica eurocêntrica com o intuito de determinar o que esta define como “ocidental”, e a partir disto avalia os países e fóruns do Sul Global. Como estes resultados preliminares não permitem uma conclusão, investiga se a ação destes países nas organizações internacionais existentes – onde distintas agendas nacionais dificultam a coordenação – e a criação de novos fóruns – que apresenta resultados mais otimistas. A conclusão é que apesar destes grupos não poderem ser classificados como “antiocidentais”, sua ação coordenada e institucionalizada tem potencial para criar novas estruturas no sistema internacional de acordo com um paradigma não ocidental.
