    SPAIN: CHANGE OF SOCIETY, AUTHORITARIAN MODERNISATION AND DEMOCRACY CONCEDED, by GUY HERMET The upheavals in the demographic, economic and social order which have affected Spain during the last three decades are considerable. To what extent and at what rate have the political institutions been able to assume control of these material upheavals ? Which theory of social change should be preferred in order to account for it ? Is exclusive use of one or other of the two reputedly incompatible theories of modernisation and dependence satisfactory from the point of view of analysing so-called fascist or near-fascist dictatorships, as is the Franco dictatorship ? In other words, is the « management » of social change effected by these regimes modernising or not, and does it or does it not reduce the dependence of these countries ? Dans quelles mesures et à quels rythmes les institutions politiques ont-elles été capables de prendre en charge ces bouleversements matériels ? Quelle théorie du changement social convient-il de privi- légier pour en rendre compte. L'utilisation exclusive de l'une ou de l'autre des deux théories réputées inconciliables de la modernisation et de la dépendance est-elle satisfaisante au plan de l'analyse des dictatures dites fascistes ou proches du fascisme, comme l'est la dictature franquiste ? En d'autres termes, la « gestion » du changement social opérée par ces régimes est-elle ou non modernisatrice, et réduit-elle ou non la dépendance de ces pays ?
