La Unión Europea ha abierto varios frentes en el Mediterráneo con el objetivo de garantizar la seguridad en la zona. Para ello se servirá de varios instrumentos a nivel subestatal, regional y local. El objetivo es acercarse a los foros más influyentes de la sociedad en el caso de Estados fallidos como Libia, epicentro del conflicto, que se pretende rescatar para evitar que su letal influencia se propague entre sus vecinos. Estos instrumentos son: la Asamblea Regional y Local Euro-Mediterránea —dentro del Comité de las Regiones—, el programa operativo de cooperación transfronteriza European Neighbourhood Instrument (ENI CBC Mediterranean Sea Basin) y la nueva estrategia West-Med, que se levanta entre países de una y otra orilla a través de la típica estructura del 5+5. Por último, el lobby regional más importante en Europa, la Conferencia de Regiones Periféricas Marítimas (CRPM), actuará como puente entre países y Gobiernos.

The European Union has opened up several fronts in the Mediterranean with the aim of guaranteeing security in the area. With this purpose, it will be use several instruments available to it at sub-national level such as regional and local. The objective is to approach more influential forums in cases such as Libya, a failed State and epicenter of the conflict, avoiding their lethal influence being spread over its borders. These instruments are: The Euro-Mediterranean Regional and Local Assembly - within the Committee of the regions.
The cross-border cooperation program ENI CBC Mediterranean Sea Basin (European Neighbourhood Instrument) and the new West-Med strategy, which rises between countries on either shore through the typical structure of the "5+5". Finally, the most important regional lobby in Europe, the Conference of Peripheral Maritime Regions (CPMR), will build a bridge between countries and Governments for practical assistance and dialogue.
