Claude Gibel

  • English

Are French Members of Parliament still the same " artisans of politics ", lacking proper instruments of work and having to contend with an increasingly complex society and an all-embracing administration ? In the last twenty years, new premises and increased means of transport and communications have supplemented the traditional parliamentarv allowance. Modem technical processes, data-processing and audio-visual methods have also been introduced. Still more marked is tha increase in tha number of staff working for Members of Parliament. New services make it possible to carry out new functions : studies and research, information and international relations, while personal secretaries and assistants give all Members of Parliament valuable assistance in exercising their mandates. The record is very positive, but changes in society are constantly giving rise to new requirements which are more and more difficult to satisfy. For Members of Parliament, the problem at present is to make the assistance they are given so as to cope with the constant increase in their responsibilities compatible with the continued personal exercise of their mandates.
