For policy evaluation to policy analysis The primary object of this article is to try and understand why policy evaluation is so weak in France. Analysis of the limits of Anglo-Saxon evaluation research and of the obstacles which such a movement would meet in France leads to a definition of the conditions on which both policy evaluation and policy analysis can contribute to better understanding of the political-administrative System in ils relations with society and to enriching the political debate.
