The article reports on the inefficiency of the levee system of New Orleans, Louisiana. The Interagency Performance Evaluation Task Force (IPET) studied the failure of levees during Hurricane Katrina. The IPET determined that most of the flooding during the hurricane was caused by breaks in flood walls. The subsidence of the levee walls has hindered its ability to protect against flooding. Plans to build a new barrier system with gates to channel water are being considered.
