    En los albores de la configuración del modelo agroexportador en Argentina, con la consolidación del estado y la conformación de cuadros técnicos modernos, la elite dirigente provincial fue reafirmando su discurso sobre la “inadecuación” de las características naturales de los valles del noroeste provincial. Buscamos resaltar como las fluctuaciones estacionales e interanuales de las precipitaciones ocasionaron multiplicidad de efectos en las dinámicas económicas y sociales de los valles serranos. A su vez, queremos describir como diferentes agentes sociales visualizaron esas amenazas y progresivamente intervinieron sobre las corrientes.

    At the dawn of the configuration of the agro-export model in Argentina, with the consolidation of the state and the formation of modern technical cadres, the provincial ruling elite reaffirmed their discourse on the “inadequacy” of the natural characteristics of the valleys of the provincial northwest. We tried to highlight how the seasonal and interannual fluctuations of precipitation caused multiplicity of effects on the economic and social dynamics of the mountain valleys. At the same time, we want to describe how different social agents visualized these threats and progressively intervened on the currents.
